Dr. David Scharia is Director at the Counter-Terrorism Executive Directorate (CTED) of the United Nations Security Council and heads the Thematic expertise and research branch of CTED. Dr Scharia heads a large group of international counter-terrorism experts, advising the Security Council on all counter-terrorism matters. The branch under his leadership is charged with all counter-terrorism policies. Including, legal and criminal justice matters, law enforcement and border control, terrorists' use of the internet and new technologies, financing of terrorism and human rights.
Dr. Scharia's articles and books have been published in the most prestigious academic forums including Oxford University Press, Harvard National Security Journal and Hebrew University Press. Recently, he was invited to serve as a scholar in residence at Columbia Law School and as a fellow at NYU Center for Global Affairs. Between 1995-2006, Dr. Scharia worked at the Attorney General office in Israel as lead attorney in major counter-terrorism cases before the Supreme Court of Israel. During these years he also worked as counter-terrorism representative of the Attorney General to the Law and Constitution Committee of the Israeli Knesset. Dr. Scharia holds an L.L.B., L.L.M (Magna Cum Laude) and a Ph.D. from Tel Aviv University. He recently co-chaired the World Economic Forum working group on the safety and security of industrial IOT. |
